PROBLEM TO BE SOLVED: To provide an image forming apparatus which can carry out gloss control even without depending on kinds of recording media by using an exclusive recording medium or the like manner in an image formation system that forms images by using color material particles, and to provide an image formation method. SOLUTION: The image forming apparatus has a pair of fixing rollers which fix the image by holding and transferring the recording medium with the image formed by a forming means, and at least one of which is a heating roller; a pair of transfer rollers arranged at the downstream side in a transfer direction of the recording medium of the pair of fixing rollers; and a control means which controls driving of the pair of transfer rollers. The control means controls the pair of transfer rollers to bring a slack part of the recording medium formed across the pair of fixing rollers and the pair of transfer rollers in contact with the heating roller.
