<p><P>PROBLEM TO BE SOLVED: To provide a quality measurement / deterioration discrimination method and system capable of executing discrimination of the presence of quality deterioration through a prescribed period without imposing a load on a network and resources. <P>SOLUTION: An active measurement means 11 uses a test packet for a designated measurement period to measure the quality. A passive measurement means 12 passively measures an average load quantity and average quality. A quality distribution generating means 13 generates quality distribution from a result of active measurement. A quality distribution estimate means 15 estimates the quality distribution on the basis of a characteristic curve indicating a relationship between a load quantity and the quantity of resources and a result of the passive measurement. A characteristic curve update means 41 updates the characteristic curve on the basis of the quality distribution obtained from a result of the active measurement and a result of the passive measurement.
