PROBLEM TO BE SOLVED: To enable a buffer circuit for outputting a signal to an external load to easily suppress ringing by increasing the driving capability of the signal to be outputted from an internal circuit. SOLUTION: An output buffer 60 varies the driving capability of a signal to be inputted, and outputs it to an external load 90. A voltage monitor circuit 70 feeds back a signal to be outputted from the output buffer 60 to a driving capability control circuit 50. The driving capability control circuit 50 controls the driving capability of the output buffer 60 according to a signal to be outputted from the voltage monitor circuit 70. Thus, it is possible to control the driving capability of the signal according to the status of a signal to be outputted to the external load 90, and hence it is possible to easily suppress ringing without changing any transmission line load constant on the circuit, or changing a semiconductor device configuring the circuit or changing circuit conditions.
