PROBLEM TO BE SOLVED: To provide a monitoring system capable of protecting privacy and efficiently securing security. SOLUTION: An image processing system 300 for acquiring image information picked up by a monitoring target system 100 and processing the acquired image information is provided with: a means for receiving a set state indicating whether image processing is to be performed or not, a means for storing information corresponding to processing information indicating the contents of image processing in each pattern indicating a target to which the image processing is to be applied; a means for calculating the position of an image matched with the pattern in the image information when the image matched with the pattern stored in the acquired image information is included and creating image processing data to which the processing information corresponding to the pattern is associated with each calculated position; and a means for performing image processing for the image information acquired by using the generated image processing data when setting for performing the image processing is received and displaying the processed image information.
