PROBLEM TO BE SOLVED: To provide a cleaning device capable of preventing rolling-in of a cleaning blade tip while having stable good cleaning performance particularly to spherical toner, and to provide an electrophotographic image forming apparatus and process cartridge stably giving an image of high image quality by using the cleaning device. SOLUTION: The cleaning device removes toner on a member surface to be cleaned with a cleaning blade, the toner is ensphered in a manufacturing process or in a process after manufacture, the cleaning device has a blade part for performing cleaning and a rotatably supported arm part, the arm part is provided with a constant force applying means to apply constant force so that the blade part is brought into contact with the member surface to be cleaned always under predetermined pressing force, the blade part is fixed on the tip of the arm part and attached firmly to the arm part at a face opposite to the face brought into contact with the member surface to be cleaned, and the tip of the arm part protrudes from the tip of the cleaning blade or has no difference in level.
