PROBLEM TO BE SOLVED: To provide a motion vector detecting device capable of reducing the amount of unwanted computation caused by uniform motion vector detection.

SOLUTION: In this motion vector detecting device for detecting an image motion vector in compression processing of a moving picture, a motion vector predicting part (20) predicts a motion vector and a switching part switches the search method and search areas for searching a motion vector, on the basis of a provisional motion vector obtained by the motion vector predicting part (20).
