PROBLEM TO BE SOLVED: To provide a toner supply roller having a good balance between a toner conveyance function and a toner scrape function and ensuring improved toner fluidity, and to provide a method of manufacturing the toner supply roller. SOLUTION: The toner supply roller includes: a cylindrical elastic body 22 formed from a foam body made of various macromolecular substances; and a shaft member 24 extending in the direction of the central axis of the cylindrical elastic body 22. The toner supply roller is disposed in contact with an object, such as a roller or belt, so as to slide against it while freely rotating. In the toner supply roller, the cylindrical elastic body has linear parts 26 along its peripheral face 22a. Thus, spaces S for allowing toner stir are defined on the peripheral face 22a.
