<p><P>PROBLEM TO BE SOLVED: To compress and code a moving picture with a simple configuration by reducing a processing load. <P>SOLUTION: Prediction movement information when performing interframe coding includes the precision of an integer pixel position, a 1/2 pixel position, and a 1/4 pixel position. Thus, prediction movement information VIp of the precision of an integer pixel position is obtained first from a plurality of reference frames (S1060).
