PROBLEM TO BE SOLVED: To provide access points, an access point controlling apparatus and a wireless LAN system improving the throughput of the whole network system when a wireless terminal having a bad radio state exists in the network system comprising the access point controlling apparatus connected to a communication network, the access points controlled by the access point controlling apparatus and wireless terminals for performing wireless communication with the access points. SOLUTION: The access point (AP) controlling apparatus 12 is provided with: a communication part 27 which is a means for transmitting/receiving an Ethernet frame; a packet storage part 25 which is a means for storing packets; and a transmission control part 26 which is a means for selecting a packet stored in the packet storage part 25, transmitting the selected packet to the communication part 27, determining whether the received packet is to be stored in the packet storage part 25, and controlling transmission/reception quantity in accordance with the radio states of respective terminals 15, 16, 19 which are informed of from respective APs 13, 17, 20.
