A flexible substrate and a flexible display device having the same are provided to arrange a barrier layer on a flexible base substrate, thereby protecting a display structure formed to the opposite surface of the barrier layer from the contaminant. A base substrate(20) has the first and second surfaces, and plural display structures are formed on the first surface. A barrier layer(30) is formed on the second surface in order to prevent the infiltration of contamination factors to the base substrate. The display structure is an ink layer made of minute particles. The display structure is also a driving layer having plural driving devices. The barrier layer is an organic layer including a polymer. The barrier layer is also an inorganic layer including silicon nitride and silicon oxide and the like. The barrier layer is also formed by plural layers with the stacked organic layer and inorganic layer. The barrier layer is a metal layer of an oxide group including ITO(Indium Tin Oxide) and IZO(Indium Zinc Oxide) and the like.
