<p><P>PROBLEM TO BE SOLVED: To further reduce power consumption in a data carrier. <P>SOLUTION: A level determination part 132 determines the necessity of monitoring (frequency of monitoring) for a sensor 131 according to a plurality of conditions determined based on both or either one of a measurement quantity obtained from the sensor 131 and a change rate of measurement quantity, and outputs a determination signal S5 according to the determination result.
