<p><P>PROBLEM TO BE SOLVED: To provide a developing device capable of ensuring stable image formation for a long term by selectively supplying normal polarity developer to a developer carrier, thereby stabilizing a quantity of charged developer on the developer carrier, and suppressing image defects, such as fogging, caused by unstable quantity of charged developer, and to provide a process cartridge and an image forming apparatus. <P>SOLUTION: A voltage is applied to a developer supply member 13 in order to make a potential difference between the developer carrier 12 and developer supply member 13 in the polarity same as that of developer. The surface of the developer carrier 12, located between the furthest downstream point Fa of a contact area F between the developer carrier 12 and developer supply member 13 in the rotating direction of the developer carrier, to a contact area H between the developer carrier 12 and a restricting member 14 faces downward in the direction of gravity.
