PROBLEM TO BE SOLVED: To provide a card issuing device that can prevent fraudulent obtaining of a card using reissue and a card issuing method.SOLUTION: A CPLC unique to an IC card 50 to be issued is recorded in a database 36 of a management server 30. The card is taken in from outside of an immediate issuing machine 10, and the CPLC of the incorporated card and the CPLC recorded in the database 36 are compared. As a result of the comparison, when the CPLC of the card taken in and the CPLC recorded in the data server 36 are matched, the incorporated IC card is stored in a failure card storage 15 as a failure card. Moreover, new IC card 50 is issued in place of the failure card when both CPLC is corresponding (That is, reissue it). The uptake of the IC card 50 to the immediate issuing machine 10 becomes the prerequisite condition of the reissue. |
