PROBLEM TO BE SOLVED: To provide a charger capable of inexpensively charging a portable terminal. SOLUTION: The charger includes: an input terminal portion 19 to which power is inputted from a power source; a charging terminal 16 that can be connected to a portable terminal; a secondary battery 15 for storing power; a constant-current charging circuit 14 that supplies power from the input terminal portion 19 to the charging terminal 16 or the secondary battery 15; a time counting portion 18 that counts the time; and a charge control portion 17 that controls operating procedures. The charge control portion 17 controls whether power is supplied from the constant-current charging circuit 14 to the secondary battery 15 based on a signal from the time counting portion 18.
