PROBLEM TO BE SOLVED: To perform an excellent development operation for a long period of time by suppressing adhesion with contact members to improve durability even when a surface layer is worn due to image formation over a long period of time. SOLUTION: A development roller 25 includes at least a base unit 25a having base recesses (29a', 29b') and a base projection 30' formed on a prescribed region of its outer peripheral face, and a surface layer 25b formed on the outer peripheral face of the base unit 25a and having recesses (29a, 29b) and projection 30 corresponding to the base recesses (29a', 29b') and the base projection 30' respectively on the outer peripheral face.
