Provided are a production apparatus for a skin-mimicking phantom, and a production method using the same, the production apparatus being capable of forming a multi-layer structure by laminating layers in order to produce a skin-mimicking phantom showing similar characteristics to real skin using a 3D printer, and expressing roughness using a nozzle tip connected to the 3D printer. The present invention as above can mix solutions according to the composition of components considering the optical characteristics of skin by means of a program set according to skin type, control output of the 3D printer by means of a program in which a step for comparing measured values of degrees of thickness and roughness with real skin and sending feedback is set, and express roughness according to vertical movements of the nozzle tip connected to the 3D printer. In addition, the present invention enables production of a multi-layer structure using a 3D printer, thereby having an effect of outputting and materializing lesions.
