Provided are a multicast service transmission device and method, so as to avoid the problem of resource waste due to the fact that a base station schedules a UE to receive a multicast service through a multicast bearer and a unicast bearer, respectively. The method in the present invention comprises: a base station establishing a unicast bearer with a user equipment (UE); the base station determining that the established unicast bearer is used for transmitting a multicast service received by the UE; and when determining that a current cell where the UE is located is transmitting the multicast service using a multicast bearer, the base station scheduling the multicast bearer to transmit a data packet of the multicast service, so as to enable the UE to receive the data packet of the multicast service on the multicast bearer, and not scheduling the UE to receive the data packet of the multicast service on the unicast bearer.
