PURPOSE:To hold a conductor being sheathed at the center of an insulator by jetting harmless fluid to insulator and controlling a jetting pressure. CONSTITUTION:A conductor 2 fed from a conductor letting out device 1 is inserted into an insulator extruder 3 and wound up with insulator by a winding up device 8. The direction and distance of eccentricity of the conductor 2 in the insulation sheath is detected by a eccentricity detector 12. The information of the eccentricity sensed by the detector 12 is processed by a controller 13. Control valves 14a-14d control injection of fluid insulator to set the conductor 2 at the center of the insulator 6.
