The objective of the present invention is to provide: a transparent conductive film which exhibits excellent adhesion between a conductive layer and a resin base, while having good electrical conductivity and transparency; and a method for producing a transparent conductive film. A transparent conductive film according to the present invention comprises a resin base and a conductive layer, and is characterized in that: the main component of the resin base is a cycloolefin resin; a surface layer part of the resin base contains a metal component in an amount within the range of from 1 × 10-6 mass% to 1 × 10-3 mass%; and the resin base is configured such that the water content per unit volume of the surface layer part of the resin base is 120-300% of the water content per unit volume of a middle layer part of the resin base in cases where the resin base is immersed in water. |
