Water-proof agents for cement products containing phosphoric ester-PVA, saponified beef tallow and sulfonated oil at a 1 : 2 : 4 ratio were described. When a cement mortar containing the water-proofing agent was kept in water for 1hr, 5hr, and 24hr, water permeation was 30%, 40%, and 60%, resp. in comparision to th untreated cement mortar.
