PROBLEM TO BE SOLVED: To provide an encryption device capable of switching the setting method of counter initial value in scramble system using a counter mode.SOLUTION: An encryption device 1 includes initial value generation means 14a, 14b generating the initial value of a counter for each packet, scramble means 15 for scrambling the data of payload of the packet, by using the initial value, and header reconstitution means 16 including initial value control information indicating whether or not an initial value is included in the header of the packet, and packet identification information for identifying a packet, and setting a header including the initial value when the initial value is included in the header. When the initial value is not included in the header, the initial value generation means 14a generates an initial value from the packet identification information.SELECTED DRAWING: Figure 2 |
