PROBLEM TO BE SOLVED: To provide a communication system, a base station, a communication method, and a program capable of eliminating an adverse effect caused by sharp increase in an amount of traffic by a specific group of communication terminals on quality of the other communication terminals.SOLUTION: A communication system according to the present invention includes a communication terminal (40), and a node device (13) that selects a gateway device (11) that performs data communication with the communication terminal (40).
