A processing device used for processing a through hole comprises a first processing mechanism (2) used for breaching a hole in the surface of a processed workpiece (5), a second processing mechanism (3) used for making the through hole (51) deeper, and a third processing mechanism (4) used for making the through hole drilled through. A method for processing a through hole by using the processing devices comprises: initially breaching a hole in a processed workpiece, carrying out drilling to form a through hole body, and drilling through the workpiece sequentially and respectively by using the three processing mechanisms, wherein a common drill is used when a hole is initially breached, and a spade drill (31) having a cooling water channel inside is used when drilling is performed to form the through hole body. The processing device and the processing method can improve the processing efficiency and reduce processing costs.
