an identification information acquisition unit configured to acquire predetermined identification information associated with an IP address of a target terminal, from the target terminal; a data acquisition unit configured to acquire a MAC address of the target terminal associated with the IP address of the target terminal, from a control apparatus for a base station to which the target terminal is connected; a storage control unit configured to store the predetermined identification information and the MAC address of the target terminal in association with each other; and a position information provision unit configured to, when acquiring a position estimation request including the predetermined identification information from the target terminal, provide position information of the target terminal corresponding to the MAC address of the target terminal associated with the predetermined identification information, to the target terminal.
