1. A dentifrice comprising an acceptable carrier suitable for use in a dentifrice having distributed therein a plurality of film fragments having an aspect ratio of at least about 5:1;
wherein said film fragments comprise a matrix and a functional material; wherein said matrix comprises a water soluble material which comprises hydroxypropylmethylcellulose; and wherein said film fragments comprise a controlled release composition comprising said functional material and said film has a Dissolution Value of at least about 5 seconds and not more than about 200 seconds.
