PROBLEM TO BE SOLVED: To provide efficient encoding/decoding processing, using characteristics of an asymmetrical partition, in which the amount of encoding when using the asymmetrical partition is reduced.SOLUTION: When a CU information decoding section decodes information specified by AMP (Asymmetric Motion Partition) as a partition type, an arithmetic decoding section decodes by switching over arithmetic decoding using context and arithmetic decoding without using context in accordance with a position of a binary value concerning information specifying asymmetric motion partition.SELECTED DRAWING: Figure 1
