A footfall insulating device, which is intended to cover at least a part of a joisting and to form a false floor or a supplement thereto, has an upper, shockproof and relatively rigid surface layer 1 and an underlying elastic layer 2 having a density in the range of 80-160 k/m3. The elastic layer 2 consists of polyether foamed plastic, preferably polyether foamed plastic waste, which is glued and compressed into a sheet. Fastening elements, for example wooden ribs 3, are embedded in the elastic layer and serve as the place of attachment for the surface layer. <IMAGE>
