PURPOSE:To perform stable neutralization treatment, by uniformly distributing and dripping drain water to the top parts of the uppermost stage neutralization treatment agent in each line among solid neutralization treatment agents arranged in a multi-stage and multi-line fashion from a cloth material impregnated with drain water by a capillary phenomenon. CONSTITUTION:The highly acidic drain water generated in a heat recovery apparatus is dripped on a porous body 8 from an introducing port 7 and penetrated throughout the porous body 8 by the capillary phenomenon of said porous body 8 to be dripped from each dripping orifice 9. The drain water from each dripping orifice 9 is dripped on the top part of an uppermost stage neutralization treatment agent 10 and fallen along the circumference of the neutralization treatment agent 10 to be collected to inclined projections 11, 11' from which the drain water is dripped on the next stage neutralization treatment agent 13. At this time, because each projection is inclined to a deep direction, the flow of the drain water is not dammed up. The drain water passed through each stage is guided to a discharge chamber 15 while passes through the final stage and the neutralized water is discharged to the outside.
