PURPOSE:To enable the lowering work, when an inner tank bottom plate being under construction is set to a low temperature tank, to be safely performed, by erecting a post in the central part of an outer tank bottom plate and hanging the inner tank bottom plate from the post to be lowered while a plurality of hanging wires are collected together into one to be handled. CONSTITUTION:When an inner tank bottom plate 17 is set, first a post 12 is erected in the central part of an outer tank bottom plate 2, hanging down the bottom plate 17 by collecting together a plurality of hanging wires 21, mounted onto the bottom plate 17, in one direction with shackles 16 to be connected to integrally formed wires 14 and mounting these wires 14 on pulleys 13 to be bound to a binding fixture 15. Next, the bottom plate 17 is lowered through the wires 14, 21 by handling turnbuckles 22.
