PURPOSE:To certainly treat an emulsified oily component, by providing an oil- containing waste water inflow port to the lower part of the open top cell main body of an electrolytic cell and providing at least a pair of electrodes above the aforementioned inflow port in the cell main body. CONSTITUTION:Oil-containing waste water is sent into the lower part of an electrolytic cell 2 from an inflow port 4 and, when current voltage is applied to electrodes 5, the dirty substance containing emulsified oily component in waste water is decomposed by electrolytic action during a period when waste water rises the gaps of a packing material 6 in a turblent state. At the same time, the chlorine ion or sulfate radical ion in the waste water is reacted with the film substance on the surface of the packing material 6, and caught and flocculated by formed activated aluminum hydroxide or iron hydroxide to form inert floc which, in turn, adsorbs hydrogen gas generated in a cathode side or oxygen gas generated in an anode side to be lowered in its apparent specific gravity and floats upwardly.
