PURPOSE:To prevent duplicated and illegal registrations of a terminal equipment by transmitting a temporarily set identifying code to a center computer and returning it to the terminal equipment after said code is checked by the center computer. CONSTITUTION:Plural terminal equipments 3-8 are connected to the center computer 1 through an exchange network 2. The identifying code temporarily set at the side of the terminal equipments 3-8 is provisionally transmitted to the center computer 1. This side checks the right or wrong of the identifying code received by referring to a table, etc., and returns said code to the side of the terminal equipments 3-8 after it is registered on a table in the center computer 1. The terminal equipments 3-8 set the returned identifying code as a formal one.
