PURPOSE:To make compact a circuit scale by disposing a control circuit in which at least a program relating to an encoding processing and a decoding processing is stored and commonly using the circuit relating to the encoding and the decoding when encoding and decoding a binary picture signal. CONSTITUTION:A binary picture signal is supplied to a P/S (parallel.serial) converting circuit 3 through a FIFO (first in first out register) 2 and converted into a serial data. A change point position detecting circuit 4 obtains a position on a line of the binary picture signal when the binary picture signal of respective picture elements sequentially outputted from the P/S converting circuit 3 is reversed, and supplies the position information to a microprogram control section 6 and a memory circuit 7 through an FIFO5. By the microprogram control section 6, from the position information of the change point, the data required for encoding is calculated and supplied to an encoding circuit 12. In case of decoding, the position information of a reference line required for decoding is written in the memory circuit 7. Based on this position information, the data required for decoding is calculated in the microprogram control section 6.
