PURPOSE:To easily communicate between devices whose encoding modes are different from each other, without minding the encoding mode of the other device, and also to improve the operability by providing a density converting part between a picture element data store memory, and an encoding part and a decoding part. CONSTITUTION:A picture element data from a decoding part 4 passes through a density converting part 2 by 1-to-1 of a density conversion ratio under the control of a control part 6, and it is stored in a picture element data store memory 1. Next, the stored picture elements data is applied with density conversion to reduce it by 1/2 time by the density converting part 2 under a control of the control part 6, and supplied to an encoding part 3. The encoding part 3 executes encoding by using an encoding mode which is different from an encoding mode of the data which is stored in an encoding data store memory 5 previously, and the encoded data is stored again in the encoding data store memory 5. In such a case, when the encoded data which is stored in the encoding data store memory 5 previously is compared with the encoded data which is stored newly, the respective encode data become those which have encoded the same original by each different density conversion ratio.
