PURPOSE:To make color framings of both video signals coincide quickly at the time of a start, by selecting the number of phase adjusting frames of a start period, or selecting the delay time of a start point, in accordance with the degree of coincidence and dissidence of the respective color framings of a reproducing video signal and a reference video signal at the time of a start command. CONSTITUTION:The titled devices is provided with a memory 20 for storing the color framing of a reproducing video signal when a tape T is stopped, phase adjusting quantity detecting means 22, 22F for detecting the number of phase adjusting frames at the time of phase adjustment, based on the output of a servo-circuit 7C, and start control means 23-25 for setting a capstan motor 6 to a start state in response to a start command signal CMDP supplied from the outside, and also releasing the start state of the capstan motor 6 by the detecting output of the phase adjustment quantity detecting means 22, 22F. A color framing comparing means 21 compares the color framing of the reproducing video signal stored in the memory 20, and the color framing of a reference video signal in case of supplying the start command signal, and also the start control means 23-25 are controlled by the output of the color framing com paring means 21.
