PROBLEM TO BE SOLVED: To increase the encoding efficiency while limiting the memory access amounts of reference pictures in performing motion compensation prediction.SOLUTION: A prediction mode/block structure decoding unit 1108 decodes information used for motion compensation prediction from a coded stream and obtains, from the decoded information used for motion compensation prediction, a first control parameter indicating whether to permit motion compensation prediction for a predicted block size of a first size, and a second control parameter indicating a second size that forbids bi-predictive motion compensation for a predicted block size less than or equal to the second size. A motion compensation predicting unit 1114 generates a predicted signal, for a predicted block to be decoded, using the information used for motion compensation prediction. The motion compensation prediction unit 1114 performs motion compensation prediction on the basis of the first and second control parameters.SELECTED DRAWING: Figure 11
