摘要 <p>PURPOSE:To lower the quantity of information without causing problem visually by removing high frequency component in image signals having parts in which movement is large. CONSTITUTION:A frame memory 6 in which picture image data of preceding frame are written supplies data signals corresponding to the picture image data to a variable delaying device 7 and a dynamic vector detector 8, and supplies dynamic vector signals to the variable delaying device 7 and a quantizing controller 10. When dynamic vector detected by the dynamic vector detector is large, the quantizing controller 10 limits the extent of zigzag scanning of a quantizer 3 to a narrow extent and removes high frequency component of conversion coefficient and when dynamic vector is small, makes zigzag scanning over a wide extent possible. The quantizing signal is supplied to an inverse cosine converter 24 and data signals and inverse conversion output signals are added by an adder 5 and the signals are supplied to a frame memory 6 and written as picture image data of the frame, and after encoded by an entropy encoder 29, sent out to a transmission line.</p>
