PURPOSE:The titled cosmetic having improved durability of cosmetic and improved moisture retention, obtained by blending an organic silicone resin having a three-dimensional network structure with an emulsifying agent, a humectant and water. CONSTITUTION:(A) 1-90wt% based on total amount of cosmetic of an organic silicone resin shown by the average formula (R is 1-6C hydrocarbon group or phenyl; n is 1.0-1.8), preferably resin obtained by hydrolyzing an organic monochlorosilane with an organic tetrachlorosilane, condensing and making into three-dimensional structure is blended with (B) 5-200wt% based on total amount of the components C and D of an emulsifying agent such as polyoxyalkylene modified organopolysiloxane, water swelling clay minerals, etc., (C) preferably 0.1-3wt%, preferably 2-15wt% based on the component A of humectant such as mucopolysaccharide, acidic polysaccharide, reducing sugaralcohol, glycol, amino acid, etc., and (D) 0.1-3wt%, preferably 2-15wt% based on the component A of water.
