PURPOSE:To facilitate forming a device to make optical adjustment unnecessary and make the device inexpensive and high-reliability by forming interdigital electrodes or pairs of electrodes provided at intervals of a certain length on both faces facing each other of one PLZT substrate so that these electrodes are inclined at 45 deg. to each other. CONSTITUTION:The light in an optional polarized state propagated in the first single mode fiber 105 is made incident on the first lens 104 and is converted to parallel rays of light and is made incident on a PLZT substrate 100. The phase difference between the P-polarized light and the S-polarized light in the propagated light beams are converted to pi/2 in the part of the first interdigital electrode 102 by the electrooptic effect due to impression of a proper voltage to a pair of the first and second lead terminals 103 and 103'. The propagated light beams are converted to a certain linearly polarized light beams in the part of the second interdigital electrode 102'. The propagated light beams obtained in this manner are condensed by the second lens 104' and is coupled to the second single mode fiber 105'.
