PURPOSE:To prevent a card from being used illegally by controlling a device so that it can be used only when magnetic information of the card and optical information are in prescribed relation. CONSTITUTION:When the card is inserted, an optical head 17 outputs a bar code signal regarding bar-code-like recorded information. The signal is recorded in an optical information recorder 26. Then a motor 20 is reversely rotated to convey the card to an insertion part, and a magnetic information reading part 27 reads and stores the magnetic information of the card through a magnetic head 16. An identification code stored in a magnetic information storage device 31 is transmitted to a decision part 34. A computing element 37 binarily adds the code to the optical information, and outputs the added one to a decision part 38. If the added result is zero, a use permit signal at a level H is transmitted, thereby using a public telephone.
