PURPOSE:To obtain an information signal recording and reproducing device which can decide a mode and reduce skew noises by providing a signal generating means which generates as a pilot signal one single frequency assigned previously to one mode selected among (n) different kinds of single frequencies. CONSTITUTION:The generating means for a video signal to be frequency- modulated generates the video signal to be frequency-modulated in one mode selected optionally among modes which differ in carrier frequency. On the other hand, one signal frequency assigned previously to one mode selected optionally among (n) mutually different kinds of single frequencies is outputted as the pilot signal. This pilot signal, frequency-modulated video signal in one mode, and an angle-modulated sound signal are recorded on a recording medium. Only a reproduction video signal which is led out of a video signal reproduction system in the same mode as a recording is outputted selectively.
