PURPOSE:To prevent any vehicle running expect a driver's intention, by providing a fuel inhibition means which inhibits fuel from being supplied to an internal combustion engine in accordance with the output of completely closed throttle from an output enforcement means. CONSTITUTION:A throttle control unit 25 is provided for electrically controlling the opening degree of a throttle valve 2 disposed within the intake air pipe 4 of an internal combustion engine 1 according to the acceleration operation amount detected by an acceleration sensor 27. Each output from the acceleration sensor 27 and a throttle sensor 16 is inputted in a throttle trouble judging unit 50 and the output of a fully closed throttle sensor 31 is brought forcedly into a fully closed throttle sate when presence of abnormal state is determined. A fuel injection unit 40 carries its function in such a way that fuel injection from a fuel injection valve 7 is stopped, when the fully closed throttle sensor 31 shows the output of full close, and engine speed and cooling water temperature are decided in specified conditions. The vehicle running except driver's intention can be prevented in this manner.
