PURPOSE:To reduce shearing load and obtain semicircular short metal fibers with a good bonding property with concrete in a short time by shearing a thin plate from both ends of its width inward and applying bend and twisting at both ends downward. CONSTITUTION:As the forward end of a slit material 13 which is conveyed onto a lower blade 9 on a shearing device 7 is protruded for a predetermined quantity, an upper blade 8 descends synchronously with the conveyance speed, and an edge cutting part 10 and the horizontal part 12a of a center cutting part 12 press both ends 13a and the center 13b. the slit material 13 is sheared from both ends 13a toward the inside by the cutting part 10, and sheared from the center 13b toward both ends 13a by the center cutting part 12, so a short metal fiber is obtained which is curved at both ends and formed in the shape of chevron at the center. The larger a cutting angle theta2 is, the smaller the diameter of the semicircle of a fiber becomes. Since a whole blade surface 8a is not attached at the same time, load is small, and a bent part is formed simultaneously with shearing, thereby secondary work is not required.
