PURPOSE:To perform the information processing or communication processing, or the distribution and concentration of the video signal of an arbitrary input communication line and to repeat the signal to an arbitrary output communication line, by recording an input video signal on a memory part after performing the switching connection of the input video signal, and reading out and sending it to an external network. CONSTITUTION:A communication control part 18, after completing connection to the external network 16 by a communication line 17, decodes a control command 19, and performs the switching connection of the input line 11 and the output line 13 of an encoding connection part 21. An encoding connection part 14 performs the connection of the input line 11 to the output line 13, and the digitization of the input video signal according to indication from a control part 23. The control part 23 performs the information processing 22 such as the addition of superimpose, etc., on the said information recorded on the memory part 12 at need. The bit of video information recorded on the memory part 12 is read out periodically, and is sent to the said communication line 17 of the external network 16 at communication speed corresponding to the capacity of the line.
