PROBLEM TO BE SOLVED: To provide a focus plate capable of reducing moire and observing an excellent finder image, and an optical finder including the same.SOLUTION: The focus plate is constituted of a diffusing surface diffusing light and a Fresnel lens surface having a positive refractive power. The diffusing surface is constituted of micro lenses having lens-like curved surfaces substantially regularly arranged. The pitch of the Fresnel orbicular zone is changed, and the change of the pitch of the Fresnel orbicular zone satisfies the following conditional expression when the arrangement pitch of the regularly arranged micro lens is Pm, the maximum of the pitch of the Fresnel lens orbicular zone is PLmax, and the minimum of the pitch of the Fresnel lens orbicular zone is PLmin. 2
