The device comprises a bill discrimination section for discriminating whether an inserted bill is true or not, an escrow section capable of retaining a bill accepted by the bill discrimination section. The stocker section includes a bill conveyor passage connecting the sections and receives a bill present in the bill conveying passage in a predetermined accumulating location by moving the bill in a direction so that the bill crosses the bill conveying passage. The inserted bill is led to a linear passage in the stocker section through the bill discrimination section. By performing a control operation so as to either carry the bill present in this linear passage to the escrow section or move the bill in a direction in which it crosses the passage, the bill is received in either the escrew section or an accumulating location in the stocker section.
