Heat-insulating pellets for steel making and continuous casting are free of carbon and have high melting point and absorbing property from the molten steel, used for extra low carbon steel. The pellets are made by mixing water with 40 to 45 weight % of CaO, 30 to 45% of SiO2, 3 to 5% of Al2O3, 3 to 5% of R2O and pressurized-forming into 3 to 5 mm diameter of pellet, and then heating to 300↿C-500↿C in a rotary kiln for the dryness.
