PURPOSE:To stably and accurately measure the leak amount of liquid in a plant by opening a discharge valve when the liquid level in a measuring sump reaches the position of a level switch, and then closing the discharge valve a constant time after that time. CONSTITUTION:The liquid which leaks out of piping, etc., into a building flows in the measuring sump 11 embedded in a floor surface 1 through an intake pipe 12. When the liquid level reaches the position of the level switch 15, the discharge valve 14 is opened and the leaking liquid flows down to the sump 2 through a drain pipe 13, so that the liquid level becomes lowest. A timer 9 starts when the valve 14 is closed after a specific time (much longer than the time required to discharge all of reservoired liquid) is elapsed from the opening of the valve 14, and leaking begins to be reservoired again. Then when the liquid level reaches the position of the switch 15 within the set time of the timer 9, the timer 9 detects that the operates a warning display device 8. When the liquid level reaches the position of the switch 15 after the set time of the timer 9, the discharge valve is only opened and the initial state is entered again. This operation is performed repeatedly to perform the continuous monitoring operation.
