PROBLEM TO BE SOLVED: To provide a developing roller that has excellent developer conveyability and suppresses toner filming and stains on a white ground, and a developing device and an image forming apparatus including the developing roller.SOLUTION: There is provided a developing roller including a shaft body, a rubber elastic layer, and a coating layer, where the coating layer includes a number of projections regularly formed on the surface shape of the rubber elastic layer; the number of projections present in an area of 13125 μmon the surface of the coating layer is 20 or less; the ten-point average roughness Rz of the coating layer is 5.5 μm or less.
