PURPOSE:To obtain a memory controller securing a sufficient work area by providing a system file memory and a means which selectively loads respective program files in a work memory and which sets an arbitral system at the time of loading the system. CONSTITUTION:RAM 3 being the work memory residence-stores BIOS and a system program from ROM 2 in a prescribed address at the raise time of the system, and the operation result of CPU 1 and the like are displayed in a display part 4. The system file memory 6 stores selective load information which is set in RAM 3 in accordance with priority, and CPU 1 controls a selective load processing for a work memory (RAM 3) based on arbitral system program information when the system rises so as to construct the arbitral system. Thus, the memory controller securing the sufficient work area can be obtained.
