This disclosure relates to an image encoding device and method which make it possible for image data to be transferred stably for an extended period of time. A budget determining unit receives power generation amount information, battery residual amount information, and information relating to bands in which communication is possible, and generates power/band budget information, which will be used for controlling an encoding process, and supplies the generated power/band budget information to an encoding control unit. The encoding control unit generates an image encoding scheme and an encoding parameter mode from the power/band budget information form the budget determining unit, and supplies compression control information including the image encoding scheme and the encoding parameter mode to an image compressing device. This disclosure can be applied, for example, to camera systems which perform encoding. |
